		<description>OK I got what to do with a US flag. But heres a stumper. What do you do with worn out and ragged STATE flags? I recieved one Oregon state flag. It was really fun to dispaly it when we were touring the country because many people had never seen an Oregon flag before. But now it is worn out and faded.</description>

If the flag is fully raised at noon, it does not require it to be raised again before lowering... makes no sense. Thanks for the proper etiquette information.</description>
